What MOM requires
Every employer of a migrant domestic worker in Singapore is required to hold the following. Each policy compared here is stated by its insurer to meet these minimums.
Covers the helper’s inpatient care and day surgery. The minimum was raised from S$15,000 to S$60,000 on 1 July 2023 (Stage 1 of the enhanced MI requirements). MOM
Claims of S$15,000 or less in a year are fully covered. For the amount above S$15,000 up to the S$60,000 limit, the insurer pays 75% and the employer co-pays 25%. MOM
A minimum sum assured of S$60,000, paid as a lump sum for permanent disability or death from a sudden, unforeseen accident. Separate from medical insurance. MOM
A binding pledge to the government, provided as a banker’s or insurer’s guarantee, required for every MDW except Malaysian helpers. It can be forfeited if Work Permit or bond conditions are breached. MOM
Since 1 July 2025 (Stage 2 of the enhanced MI requirements), insurers price premiums in two age bands — helpers aged 50 and below, and helpers above 50. Premiums for older helpers are generally higher.

How the price comparison works
Every policy here includes the S$5,000 MOM security bond in its premium, so requiring the bond adds no cost by itself. The comparison picks each insurer’s cheapest plan that meets your co-payment and medical-limit choice and takes its price for your entered duration and a helper aged 50 and below. When you ask to waive the co-payment on a plan that charges it, the insurer’s published waiver rider is folded in. The result is the projected price you would pay for the full term.

What insurance is mandatory for a helper in Singapore?
The Ministry of Manpower requires medical insurance of at least S$60,000 per year (covering inpatient care and day surgery), personal accident insurance of at least S$60,000, and a S$5,000 security bond for every migrant domestic worker except Malaysian helpers. How are the policies ranked?
The price ranking covers the insurers with a published premium for your selected configuration, which is a 26-month policy for a helper aged 50 and below. It lists them from lowest to highest price, where the price is the premium plus the mandatory costs you selected. On a tie the order is alphabetical by insurer. The ranking is a function of your inputs only and is not influenced by whether an insurer is an affiliate partner.
Why do some insurers show no premium?
Premiums are published for a 26-month policy and a helper aged 50 and below. For a 14-month term or a helper aged 51 to 60, insurers quote the price individually, so an insurer without a figure for your exact configuration is listed below the ranked plans as "via insurer quote" rather than given an estimated price. No premium is estimated.
What does the price include?
The price is the premium for the cheapest plan meeting your co-payment and medical-limit choice at your entered duration and helper age band, plus any mandatory or optional costs you added (for example the counter-indemnity waiver, or the co-payment waiver rider folded in when you ask to waive it). The 14-month term is bought direct from the insurer and is not priced here.
What is the security bond and who needs it?
The security bond is a S$5,000 banker’s or insurer’s guarantee to the government, required for every migrant domestic worker except Malaysian helpers. Each policy here includes the S$5,000 bond as a Letter of Guarantee, so requiring it adds no premium. An optional counter-indemnity waiver limits the amount the insurer can recover from you if the bond is called.

Price is each insurer’s premium for the cheapest plan meeting your co-payment and medical-limit choice at the term and helper age you entered, plus any optional rider or waiver cost you add where the insurer publishes a price. Every listed premium already includes the S$5,000 MOM security bond, so requiring the bond adds no cost by itself. Premiums appear as each insurer publishes them, some as a gross list price and some already after a discount, and a discount already in the price is not subtracted again.
Not modelled: individual underwriting and loadings, the helper’s nationality or date of birth, out-of-pocket amounts at claim time (the 25% co-payment above S$15,000), and any GST an insurer does not state. A 14-month term or a helper aged 51 to 60 is quoted separately and not estimated, so an insurer without a published figure for that configuration is not ranked. These figures are an estimate, not a promise of the premium an insurer will quote.
